Collective Bargaining Agreement (CBA) negotiations between company leadership and union representatives with the Pascagoula Metal Trades Council (PMTC) restarted this week, on February 10, and ended today with consensus on the contract proposal; both parties have agreed to bring the proposal to a vote.   

As you are aware, these discussions began in June, and Ingalls wants to inform you of where things stand as of today.

What Is Included in the Proposed CBA update?

PAY

  • 18% raise to base pay upon ratification for all employees ($35.99 for 1st class employee).
  • 3% base pay raises each March from 2027 through 2029, and a 5% raise in 2030.
  • Additional pay raises for certain job classifications (up to an additional 10% special increase ($39.04 for 1st class employee)).
  • Second and third shift premiums raised to $2.50 per hour.

 HEALTHCARE

  • Minimal increases to healthcare premiums ($.11 cents per hour).
  • Health plan design does not change.

PENSION

  • Legacy pension benefits remain unchanged.

 VACATION

  • Ability to roll over vacation.

 CONTRACT LENGTH

  • Agreement would extend through March 8, 2031.

WHAT DOES THIS MEAN? 

If accepted this would be the largest wage raise in the history of Ingalls Shipbuilding. Ingalls understands how important competitive wages are to our workforce, and we want to provide them. No wage increases can be implemented until a final agreement is accepted by the PMTC and then approved by a vote of union members.

WHAT IS NEXT?

This proposal will now be voted on by dues-paying union members before any agreement on wage increases can go into effect. Voting dates and locations are currently being determined by union leadership and will be communicated to union members once decided. Further details on the offer will be shared tomorrow, February 13th.

Negotiations restarting:

Negotiations between company leadership and union partners are scheduled to resume next week, February 10. The company was prepared to continue discussions following the January 20 talks; however, our union partners were not available to meet until the 10th. Ingalls remains committed to meaningful dialogue and to working in good faith with union representatives.

What this means:

Wage increases cannot take effect until a tentative agreement is reached and voted on by union members. Each day without a finalized agreement delays wage adjustments that could already be appearing in shipbuilders’ paychecks.

Benefits options:

Ingalls continues to offer the union two benefit plan options for consideration. One maintains the current health plan, while the other enhances support and resources that shipbuilders have identified as important. Neither option would significantly impact premiums with proposed wage increases. Ingalls supports either option.

We will continue to share updates as they become available. Accurate information is essential because rumors can be harmful. UPDATE as of 1/24/2026: Negotiations between company leadership and union representatives resumed Tuesday, January 20, 2026. We are committed to continuing to negotiate in good faith with our union partners. As requested by the union, negotiations will resume no later than February 10, 2026.

Collective Bargaining Agreement (CBA) negotiations have been happening between company leadership and union representatives with the Pascagoula Metal Trades Council (PMTC). These discussions began in June, and Ingalls wants to inform you of where things stand today.

What does this mean?
Since June, the company has been in active discussions and has made multiple offers for wage increases to the PMTC. As of today, none have been accepted. Because an agreement has not been reached, Ingalls and the PMTC have agreed to suspend contract discussions for the remainder of 2025 and to reconvene negotiations in 2026.


Ingalls understands how important competitive wages are to our workforce, and we want to provide them. Ingalls has been actively participating in the union negotiation process with the PMTC. But no wage increases can be implemented until a final agreement is accepted by the PMTC and then approved by a vote of union members.


This is a standard part of how the negotiation process works: once a tentative agreement is reached between company and union leadership, it must be voted on by dues-paying union members before any agreement on wage increases can go into effect. Over the last six months, Ingalls has made multiple offers to our union partners, but as of today, we have not reached an agreement.


These are higher wages that could have gone into the pockets of hard-working shipbuilders like you. That number grows with each passing day that a contract is not finalized.


For health benefits, we gave the union two choices and Ingalls is supportive of either choice. One option keeps the health plan you have now. The other option adds more help and resources that shipbuilders have said are important to you.
